Question 24. If all you had to work with was the air temperature and dewpoint temperature data from the Ft. Cobb (FTCB) and Hobart (HOBA) stations, why was rainfall unlikely to occur- even though there were radar echoes nearby?

Answer. By noticing how dry the surface air was at the stations. Light rain could be falling out of any clouds above, as shown by the low reflectivity values, but you know that somewhere between the clouds and the surface the air becomes very dry, likely causing any rain to evaporate on its way to the ground. The radar beam at Tilt 1 is measuring precipitation at around 1500 feet above the surface. This does not mean that the precipitation reaches the surface.
